Well I remember
being the NCO in charge in the 80's. End of year would come. I would get a get a order to spend or lose a 100k in the budget for next year. I had 30 days and would buy stupid stuff just to get rid of the money.
I am sure if you added up all the departments in the US government that did that you would save Billions or at least find a better place to spend the money.
