Maybe it has no impact or my perspective is skewed, but seems like having an open TO keeps the share price depressed. Either they like the share price to suffer or they expected to announce something to support this round (and the previous), but seems unlikely at this point.

IMO it is likely the TO is extended or re-opened a couple weeks after closing. They have done very little to support the current offer and having a dinner the evening of the close date or 5 days after aligns with this theory.
