If SB had the collateral in A/R and the banks could confirm it, they would loan the money and use the A/R as collateral. Doesn't matter if they are an OTC company.

SB is unable to prove to convention money lenders that he has the necessary collateral hence resorting to loan sharks in order to borrow money.
