The following USN statements are very relevant to the recently protested N00421-16-R-0032 which did not go forward as such:
"THE GOVERNMENT IS UNDER NO OBLIGATION TO AWARD A CONTRACT AS A RESULT OF THIS ANNOUNCEMENT."
"NO FUNDS ARE AVAILABLE TO PAY FOR PREPARATION OF RESPONSES TO THIS ANNOUNCEMENT."
"ANY INFORMATION SUBMITTED BY RESPONDENTS TO THIS TECHNICAL DESCRIPTION IS STRICTLY VOLUNTARY."
"PMA-226 [USN Contract Office] will not review or provide an approval to industries' proposed engineering approaches, type/model series of aircraft, or acquisition strategy." [which means it is up to the bidder to deliver what he says he can - or be held accountable if necessary - and not for competitors to claim the opposition can't and expect the USN to decide].
