I think they clearly were expecting good news prior to the expiration of the previous TO and the expiration of the current TO, but they appear to still be in a holding pattern while waiting for the news. I don't think they would have initiated the current TO unless they were given a strong assurance from the trial site(s) that they were only days away from starting the first injection(s).
