The quote you shared does not say hemp procucts (CBD), but you did. Double check your facts. I haven't verified it yet, but I suspect they were referring to raw harvested hemp, and not all hemp derived products, as that would be incredibly ridiculous.
It appears to be a measure to allow farming of hemp in NY to get a strong start by ensuring a robust market for NY hemp farmers as they enter the business.
We are legally purchasing CBD and CBD infused products here now, and It's highly unlikely that your interpretation will prove correct. The enforcement of such a measure would be worse logistically than combatting illegal MJ.
