Dude, there are so many issued shares. You don't get it. This stock will not do anything without a reverse split and filings. Nobody knows what the actual OS number is. There are no filings. It would take billions traded to get this to move up a half tick. If Bill did this the right way (for shareholders), he would do a small reverse split (nothing over 1:500) and start over again with a new business direction. SEC Filings with current status and run the stock, but I don't think he cares. It is easier to just let the stock ticker rot and eventually be deceased.
