He hasn't figure out yet that they are not his tanks and his soldiers. He is so used to everything being his and everybody saying yes to him that he doesn't know any other way. This is why he surrounds himself with his family and assorted "yes men" afraid to be honest and risk losing their jobs. REALLY SAD
