Maybe he already bought the 450M shares under $.0008 avg and "only" spent $325K or so. And, the guy may be complaining that he should have waited and bought at $.0006 avg. Form (13D) needs to be filed within 10 days of crossing 5% share ownership threshold. Go ONCI
