That has to be one of the dumbest claims you've ever posted here and THAT is saying something.
The city looks exactly like that and the buildings ARE that clean.

Your problem is that you lock yourself into a belief and not even the evidence contrary to what you believe, in front of your own eyes, makes any difference.

Yep, even the old buildings are cleaned up....
And the water IS this color. Simply depends on the sunlight as to whether it's green, blue or grey.
NOW you have frame of reference for clean buildings and clean water to contrast with your dreary environment.
