What did a Purple Heart recipient do that was so egregious, that makes Tails think he won't get paid for services rendered, at least not anytime soon?

And why was getting rid of him, according to Tails, such a great move for the company?

I thought they hired him to help develop a device that would detect silver and gold under the seabed.
