I've seen that before. CEO's receiving out of the money options. People take that as the CEO showing to have faith in a share price increase.
Also when NP got appointed as CEO (in 2012) the share was around a 90 cents level.
Maybe it's showing sympathy with loyal shareholders (I'll only benefit when the share price is higher then it was when I became CEO).
Regarding RP, maybe he felt it wasn't opportune as he hasn't realised "promises" made (we all know which ones).
So, imo it could very well be that NP/RP are "saying": our interests are aligned with you, loyal shareholders, from now one we'll only benefit if you benefit.
