I can't see how uplisting can be done quickly. There will have to be some financial engineering (intended in the best sense of the phrase) to get this accomplished. For instance, 1.1M shares traded for the past 12 months. How is that going to be accomplished?
NASDAQ has four "sets" of requirements, not four requirements. One of those four "sets" has to be met for uplisting. The link is easy to understand.
