The filing itself validates the news, Mark's announcement of it would be redundant. He should, however, issue an explanation, I'm not sure how this can be viewed as good news, otherwise.
It seems we already had 2.5B shares on the shelf, unissued, it's very unclear why we need an additional 2.5B shares on top of those.
