That is not my understanding.....the warrant when awarded are not part of the outstanding shares, but are included in the share count for authorized share purposes (this is why we were nearing 600M AS and only have a little over 300M outstanding). Once the warrant is exercised, shares will be issued in its place and outstanding shares increased.
Maybe you are thinking authorized shares vs outstanding shares?
