Companies practically steal government workers all the time. Certainly the FDA is no exception of losing people.
Oh, and when someone does leave, they have their old buddies to tip them off about what's happening with their company. I remember a case just a few years ago of an FDA worker getting paid off to tip off a company about their pipeline. And if I remember correctly, it wasn't just for one company.
