PTOI's 10-K and 10-Q are late and nothing has been announced about directors Mr. Brain and Mr. Aspin donating more money to the company since last year. Based on that, it's possible that Mr. Heddle will exit stage left soon.
PTOI is light and airy and nobody can buy or sell any significant amount of stock without taking a big hit. I doubt it will get any better unless Mr. Heddle pulls a Mr. Bordynuik move and reinvigorates PTOI with some amazing new sham news.
My guess is that there are only about two or three people still providing bid support for PTOI. I'm guessing those people also are active message board readers otherwise the dearth of literary activity from Mr. Heddle and the message boards would have bored everyone into forgetting about the company. If Mr. Heddle completely stops putting out news then volume will become even lighter and in a couple of years investors will be able to pop the stock up literally 1,000% or so by buying just $5 or $10 worth of stock.

Yes, I understand your penny stock also is the real deal, created with the inventiveness of Edison and destined to be the next Microsoft. Yes, I understand that the delays are also only because your company is making their product and/or technology even more revolutionary.
