I could be off base on this...but when I see the weird numbered small (mostly) trades go thru, I think it's either a human MM or the algorithm balancing out either their long or short position. I lost track of my old former MM bud so I have no way of knowing for sure. Granted...sometimes (tho usually an even amount) it's just them trying to bait a trade on the bid or ask. Always open to better answers tho.
