By the way, yes Steve DID surrender his 1.4 billion shares to the treasury as he stated and he did so before 2/21. Here's how I know.
As of 1/31/2019 (per the quarterly)
O/S: 4,647,267,244
Subtract Steve's 1.4 billion and you get 3,247,267,244. Subtract the Carpathia BS notes (not yet in the O/S at that time) and you get 3,105,705,518...EXACTLY the O/S recorded at the OTC on 2/21.
