There are many individual shareholders in DECN who own more shares than DECN management. Perhaps they are hurt more?

Why don't the Officers, Directors, and Beneficial Owners own more shares if they believe so much in the company? Is it that they do not wish to be hurt as much as the individual shareholders who own more shares than they do?
