Anyone can pay for a promotion of a stock. Someone trying to discredit a company with the stigma of a payed promotion because they have substantially more to lose from a short position going bad then the cost of a paid promotion..

Or, someone trying to take advantage of the forward momentum the company currently has...

The latest basher attacks have been trying to portray the company as a pump and dump scheme in an attempt to scare investors...IMHO
