In the past I've seen OTC's companies act in the same way. Frankly I believe if they really want to get on the Nasdaq in time, they could start by doing what most Nasdaq companies do, even when it's not required by law. I don't believe that webcasts the day earnings are released is a requirement, but it's an opportunity to speak with investors where the SEC and others accept it as routine, such presentations certainly can't hurt.
