That contract is for construction of the Common Facility Centre (CFC) building that AMTRON was suppose to completed within eleven months of the start of building Tech City in February 2018.
So the building was suppose to be completed in January 2019 per the 2/1/18 GOI Final Approval document , not put out for bid in January 2019.
The Common Facility Center is to be build in the Northeast corner of the site.
This is not the QD factory that is now forecast to be completed by the end of 2019.

7. Implementation schedule: In accordance to the project implementation schedule, M/s AMTRON or the SPV (as the case be) undertakes to implement the project within 11 months from the date of issue of this approval letter. In the event of considerable and persistent delay of the project, Govt. of India has the right to foreclose the Project, appoint a new implementation agency for execution of the project and recover the entire Grant-in-aid released along with interest and penalties as stipulated in this approval letter.
