Easy answer. The Federal procurement pipeline normally takes 18 months for non-essential, non ongoing mission items to be purchased. Now delay that by all the Federal continuing resolutions (CRs) and the longest shutdown in US history. Ta-da! You get the April-June timeframe for the first Federal dollar to work its way through the five standard 60 day billing cycles of: DoD. InfoReliance (contract manager), McAfee, ACS then finally SFOR. Do the math from the McAfee PR forward!
