These two factors driving the illegal market, from the article:
1) 80 percent of California’s nearly 500 municipalities do not allow retail marijuana businesses.
2) Only 620 cannabis shops have been licensed in California so far. Colorado, with a population one-sixth the size of California, has 562 licensed recreational marijuana stores.
Both situations can be changed by the state and municipalities.
CA residents are going to smoke whatever they can find locally.
However, if these two situations do persist, I do expect tourist demand for legal weed to keep rising still.
Legal weed needs to manufacture innovative weed products at scale, and get these products into the markets with high tourism.
