Lots of why hasn't a deal been done and it's not worth much and a deal will be small being stated. No one knows what state negotiations may be in beyond a very few people intimately involved with IPIX and any interested company or companies. A deal may be small or large. It may take a while and may be announced today. If you believe, hold (or buy) and wait. If you don't believe, sell and leave.
