NP has been the focus of a lot of heat, which of course goes with the territory, but frankly, charting and navigating the financial path forward is the the responsibility of the Board of Directors. Without knowing more about the financial underpinnings of the proposed AS increase, why would shareholders support it? If the Board wants to gain shareholder support, they will have to show more leadership, transparency, and solid decision making than exhibited in the past.
