Smh...who knows. The delay is just feeding into what I suspected a while back. Like, Stout didn't know, or Steve didn't know, or SOMEONE didn't know that Stout couldn't submit the annual opinion letter. Whatever happened, is happening, it's just ridiculous! IMO.
