I was at the patent office in Tel Aviv..I know how the process works...
The examiner's job is to make sure the patent can stand alone and not infringe on others IP..If in fact it is weak or lax in description the examiner absolutely points these things out...and then the patent firm works with the science officer to re-write the patent..
