"Efficient", Government bureaucracy? I wish that were the case but only with ongoing mission critical items does the procurement process pipeline move faster. Sorry, although not a "requirement" for the IG or internal audit purposes the 60 day period is the standard business billing cycle used when it comes to the Feds and Government contractors. Sure, sometimes those contractors, sub-contractors vendors/suppliers move faster but don't count on it. Bottom line-there is not a snowball's chance in hades "the numbers could show up in May" IMHO as one who issued USAF contracts. However, I'd love to be proven wrong on this!
