Invasive cancer is a cancer which we know can produce metastasis often...
or with metastasis already.
Some cancers producing metastasis very rarely , they not consider invasive ..
For example Basal Cell Carcinoma is consider not an invasive cancer , or we can say locally invasive , since it is getting bigger , but distant metastasis are extremely rare.....
But if metastasis will happen then its becoming invasive...
