	I think this is like a forward split or a dividend transaction:  There is an "effective" date as a share holder of record and an "EX" date= when the transaction actually takes place.  The OTC market sets the EX date as per the 8k.  The company has nothing to do with that directive.   
On another note: Interesting that thus far today just a bit over 12k dollars have traded hands. No real buying and no real selling either. It's like the dealer is showing a 6 and everyone else has a face card on first draw..do we all double down?
