I've seen OTC company uplist where their final S-1/A had the text below. I think the last think left as you said is the EFFECT filing.
The fact that VERB was 90 minutes from uplisting before except for one thing, would lead be to believe that everything else is in order. Add to this you just saw two S-1/A this morning would also lead me two believe the SEC saw one little thing and asked VERB to update it which they have.
It's funny how many multiple S-1/A get filed by companies. Anyone want to read some others, here's 100. Keep in mind many are not doing a PO, Acquisition and uplist at the same time.
