I would want to have all my ducks in a row. Planned protocol, potential site locations (at least the first main target sites BOTH US and Europe) lead investigators and other Dr.'s that will be included. The whole kabutal. INCLUDING a means to pay for it.
Laying this all out before hand is just the right way to do it imo. If they have the right BP guidance then really the EMA and the rest of boxes that need to be checked off would simply be a formality.
That would also get the momentum going and squeeze the bad elements right on out.
