It seems like "the Market", and, more importantly, potential share buyers are waiting for verifiable truth about ONCI status in the form of PL names that are fact based and available to the public. When we get those names, the PPS will respond and reflect facts and not some OTC CEO's vision. If "they" like the names and revenue prospects the PPS will enjoy a run. If not, the party MAY be over.
