When the partnership is ready to be announced, who usually puts out the PR, the startup or the BP, or do both put out PRs simultaneously?

I also take it that any pre-PR leaks would be coming from BP, bank involved, transfer agent/ lawyer involved, etc as IPIX only has about 3 or 4 people that could possibly know when the deal is signed and none of them would be foolish enough to leak info.
