I always find it amusing when a basher uses "we" and "our," as if we are so stupid that we forget about all the previous bashing posts.

And as far as the substance of the argument, the SEC and FINRA don't want to go after the big money players. They go after the small individual traders, or the small companies, so that they don't endanger their future highly-paid consulting jobs with the big companies. "Too big to fail" is also "Too big to jail."

So indeed a small company being manipulated is a much more likely target for the supposed "regulating" entities.
