It seems to me they meant the split will be done at one cent according to the 8-k form.
Article V of the Articles of Incorporation is amended to reduce the authorized common stock of the Corporation from 4,000,000,000 shares to 200,000,000 shares. The par value of the Corporation's common stock shall remain $0.001 per share.
However, they could just be rounding it up to one cent. Let's hope so because if the stock is at .005 on the day of the split, our new price would be ten cents and not twenty. At least that's how I understand it.
