You are right. It said "intend" not "will". They planned to uplist on the 21st, but you need everything to be perfect for the SEC. They don't plan around you.
150+ other companies that uplisted over the last 3 years. It's not like you are buying a bus ticket. It's not easy working with the SEC. If it was, none of them would have so many revisions either.
