looks like OWCP MGMT is determine to get an upper hand on this RS process
They probably sense a "hell no" from the street as it stand right now.
let's hope the final RS ratio will be reasonable.
I just don't see them playing anymore game.. put a reasonable RS ration and get it pass.. shift their focus back on the business side of things.
