Duke, ONCI is not an SEC Reporting OTC pink... it's under FINRA:

Regarding the last Attorney Letter for ONCI which was the 2017 'Annual' filing, it was submitted by The Bunker Law Group but at that time (3/9/2018) Bunker was not placed on the OTCM's "Prohibited Attorneys" list:

As you can see in the link above, Bunker was placed on the 'Prohibited' list on May 29, 2018... approximately 2.5 months after his letter was filed.
