I just had a very strange thought 
Imagine if OWCP management wanted to drop their share price to a very low price so friends and family members could buy cheap shares. What better way to do this than send out a proxy for 1 to 500 reverse split. Now friends and family members got to get in real cheap, send out the good news and Voila! Seriously doubt there will be a 1:500 reverse split or the company really intends to do so. This will just add to the good news after it's gets rejected and company sends out a proxy for a 1:10 in the future. Then we hit $1.20 and go to NASDAQ at 12 dollars!
Just some strange thoughts and have decided to hold all my shares until at least the end of April or $1.21 per share before any RS which ever happens first!
