If the product/service is compelling and has interest from the market, it's possible for the company and stock can get real traction in the marketplace, simply from the raised awareness.
Is distracted driving an important issue? Is the general public interested in finding a solution for this? Would the public be interested in investing?
For example, this is from one of the footnotes on the Wiki page - this company did the same thing, just a larger offering, $17M if I remember what I read about it:
