Indeed a good sign to get this offering (been filed and accepted by the SEC):

Any way one looks at this offering, someone with big pockets expects to make money on his/her investment here and while acquiring 450M shares at .0024 is likely expecting to at least double their funds... would be selling within a year and under tier 1 which this is, CEO will not update on this transaction:
