Well this is a LIVE offering and not a TEST the WATERS offering as indicated on the filing so I would say this is most likely a done deal. Seems like this has been in the works before Q1 since the OS on the filing shows it as PRE share reduction. Interesting turn of events. Hope we get some more details.
