I didn't understand the bid/ask today. Why so many shares at the ask for .0017? .0018?

We are trading many millions of shares, but remain at basically the same share price. Why is that?

If we get good, verifiable news, will we get through all those millions on the ask, or will the ask rise?

Who is selling? Who wants to sell? Why?

So anyone that can clear this up for me, please do so. Thanks

(It was 89 here today. Went out to the pool for a while rather than watch the stock)
