I agree, once they announce it should take-off. That cc timing really didn't make much sense to me, wait for the ink to dry. But if you listen, especially the first monologue, knowing they have responded to offers with counteroffers, NP might be talking not to us, but those potential partners listening and this could have been a staged CC.
We also don't know if they are playing off several offers. Once all is said and done, it will be an interesting story.
