No, you cannot get high from raw cannabis leaves and buds. The plant contains non-psychoactive THC-A which needs a heating cycle to produce THC.
If you eat raw cannabis and get a buzz, then some of the THC-A has already gone through this process. If you want more of your weed to work for you then put your weed through a heating process (decarboxylation); otherwise its mostly waste.
