Well, I would not agree with this. GNBT raised money by the 4 largest, inside investors giving up their GNBT dividends (20 shares per share). That gave them stock to use to buy companies, which is what other companies do all the time. They only raised $2.75M in toxic funds, and believe me I am not happy about that money. However they have purchased a revenue stream this should grow steadily as new states are brought on board.
Do they have trouble raising money from larger, less toxic sources right now, I imagine they do. They have only had 1 quarterly earnings report since Veneto and that only included like 1 month (or 2 months) of Veneto numbers. This quarter will be a full quarter and I'm sure major lenders will want to see several quarters of increasing revenues to give more favorable funding. Also to get uplisted onto a major exchange too.
So you may be somewhat right, if you look at a moment of time using old numbers. However that would be a narrow look because things are changing. As an investor, you want to be ahead of the curve. Such at purchasing GNBT stock back in Sept 2018 before the first dividend announcement. You would be sitting really pretty right now.

As with most stocks, talk is cheap and to date, thats about all GNBT offers imo. Had they completed a sufficient capital raise for clean funds to pay Veneto et al, it would have garnered confidence and more trust.
The fact only toxic money has been raised and acquisition terms constantly being revised because GNBT cant raise the money, says a lot in my book
