This is what I heard back when I contacted the people at the link Mary shared:
The latest information we have about the ONCI's share structure is from 10/31/2018. Any changes to the company's share structure or shares outstanding are thus of this date. The Company can update this information by submitting an Update Form. For information about the share reduction, please contact the Company or their Transfer Agent directly.
Additionally, questions of this nature are better directed to issuers@otcmarkets.com and not marketdata@otcmarkets.com, as you can usually get a faster response.
